Standing in the same place on the bridge of your ship while it is making way at 15 kts, you see the vessel off the starboard bow maintaining the same bearing, but getting closer (decreasing range).
Visually, it is obvious the vessel is not heading directly towards your own ship. Since radar in Relative Motion mode does not know your ship is moving, it simply measures and records an object that has a constant bearing and decreasing range.
